Notice Inviting Informal Bids for Sewer Mainline CIPP (Cure in Place Pipe) for the City of Barstow, California. The project falls under the Wastewater department and involves liner sewer/construction, sewer repair/rehabilitation, and sewer/drainage construction/rehabilitation. The City is seeking qualified contractors to perform public works construction services for sewer CIPP rehabilitation. CIPP 272 feet of 8-inch VCP, 386 feet of 10-inch VCP, and 463 feet of 12-inch VCP uestion Deadline 04/13/2026 at 4:00 PM PT ANY questions, technical or otherwise, about this NIIB must be submitted IN WRITING and directed to: Wes Garrison wgarrison@barstowca.org cc: cheldreth@barstowca.org The installation of any plastic liner into an existing conduit is considered highly specialized work. Personnel performing such work shall be trained in methods of installation. All lining methods, in terms of materials and installation procedures, shall meet the requirements to restore hydraulic properties and structural integrity of the existing sewer mainline, and also to prevent infiltration of groundwater into the sewer system. The liner used shall be fabricated to a size that, when installed, will neatly fit the internal circumference of the existing vitrified clay pipe (VCP) or concrete pipe. Allowance shall be made for circumferential stretching during inse1tion. The finished inside diameter of the lining shall have a smooth surface with Manning's "n" value of approximately .009. The minimum length shall be that deemed necessary by the Engineer to effectively span the distance from the inlet to the outlet of the respective manholes unless otherwise specified. The Contractor shall verify the lengths in the field before fabrication of the liner. Individual inversion runs can be made over one or more manhole sections as determined in the field by the Contractor and approved by the City Engineer. It shall be the responsibility of the Contractor to remove and properly dispose of all internal debris and loose particles from the sewer main line using a method approved by the Agency prior to pre-construction video inspection or rehabilitation of the pipeline. During the cleaning and lining process, the Contractor shall comply with all Federal, State, CAL/OSHA, and local safety regulations. The Contractor's personnel shall be certified for confined space entry. After cleaning of the existing sanitary sewer pipes, a video inspection of existing pipes shall be performed by the Contractor. The interior of the pipes shall be carefully inspected utilizing IT Pipes Software in accordance with the SOP and Program Manual to determine the location of any holes, voids, and/or conditions that may prevent proper installation of the liner. Such locations shall receive corrective measures before the installation of the liner. The Contractor shall be responsible for locating all the service connections and shall provide notifications of work activities to all local users, providing interim sewer services as necessary. Service connections shall be re-established with the main line pipe in accordance with the manufacturer's recommendations and shall receive final approval from the City Engineer. The invert of the service connection shall meet the bottom of the reinstated service opening, which shall be 95 percent minimum and 100 percent maximum of the original service opening area. The new edge shall be smooth and crack-free with no loose material The manhole base and wall around the liner shall be cleaned of loose debris by brushing and/or use of a low-pressure washer before applying the epoxy. Unless otherwise specified, low-shrink epoxy for use in bonding to Portland cement concrete shall be used to form a watertight seal at the edge of the interface of pipe and liner where the liner joins the inlet and outlet of all manholes. Use of AV-118 chemical grout will not be allowed.
