SOLICITATION, SPECIFICATIONS, AND DRAWINGS ARE NOT AVAILABLE.* Market research is being conducted to identify firms with the interest, capabilities, and resources to perform construction services for the Freedom Line Natural Gas Pipeline project. The project involves constructing approximately 4.2 miles of natural gas transmission pipeline to supply natural gas from the existing San Juan LNG terminal to the Palo Seco Power Plant, providing a long-term, reliable, and secure fuel source. Anticipated construction services include preconstruction activities such as constructability reviews, scheduling, and cost estimating; early procurement of long-lead materials including pipe, casings, valves, and fittings; and early construction packages involving site inspections, investigations, clearing and grubbing, and foundation installation. The scope further includes trenchless pipeline installation using methods such as horizontal directional drilling and jack-and-bore, open trench cut-and-cover installation, and above-grade pipeline installation that may require concrete piles and structural supports on existing bridges. Additional work includes installation of cathodic protection systems with associated electrical supply, general sitework such as demolition, access roads, laydown areas, bank stabilization, utilities, paving, and site restoration, and close coordination with the U.S. Army Corps of Engineers, the system owner, and the Architect-Engineer Designer of Record in a fast-track, collaborative environment.
