The work includes roadway milling and paving of Sherman Avenue and Sheridan Avenue, consisting of removal and replacement of approximately 865 linear feet of concrete curb, replacement of 11 concrete handicap ramps where necessary, pavement reconstruction including approximately 8,385 square yards varying depth milling, gravel base course, 140 tons hot mix asphalt base and 1,130 tons surface course, traffic striping, and all work necessary and incidental thereto. Each proposal must use the forms contained within the contract documents and be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project. Materials required in the envelope are specified under the instructions to bidders. Bid proposals must be complete and in ink; incomplete or improperly submitted bids may be considered informal. Each bid must be accompanied by a proposal guarantee in the form of a bid bond or certified check for an amount equal to ten percent of the full amount of each contract bid, not to exceed $20,000, payable to the Borough of Seaside Heights, without condition or qualification. Bidders are required to comply with Chapter 127, P.L. 1975, c. 127, regarding affirmative action and equal opportunity, the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, the Prevailing Wage Act, and N.J.S.A. 34:1B-5.1, Chapter 150, Laws of 1963. If the bidder is a corporation or partnership, a statement setting forth the names and addresses of all stockholders who own a 10 percent or greater interest in the firm must be submitted with the bid. The Borough reserves the right to waive any informalities or to reject any or all bids if it is in the public interest to do so. All questions shall be submitted in writing to the Engineer and shall be postmarked at least ten (10) days before the established date for Bid opening.
