The City of Elizabethton, TN seeks to retain the services of a professional consultant engineering firm to provide services related to construction of new sidewalk facilities and pedestrian safety improvements along the north side of US Hwy 321 / SR 67 / SR 91 / W Elk Avenue. This project will close a critical "missing link" in the pedestrian network between Sycamore Shoals State Park and the Patriot Drive / Bemberg Road intersection. The required professional engineering services include all phases of the project: PE-NEPA, PE-Design, ROW, Bid Process, Construction, and Construction Engineering and Inspection (CEI). The selected consultant is responsible for all labor, materials, equipment, and services necessary to complete the project, such as preparation of plans, reports, and certifications required for each phase, survey work, DBE participation, Title VI requirements, and compliance with all applicable local, state, and federal regulations. The project will be performed in accordance with TDOT Local Programs guidelines and is funded by a Tennessee Department of Transportation (TDOT) Multi-Modal Access Grant (MMAG) with a total project grant of $1,250,000.00, and a Disadvantaged Business Enterprise (DBE) goal of ten percent (10%) is set for the project. Consultants must be prequalified with TDOT and must not proceed to any phase without an official Notice To Proceed for that phase.
