This Request for Information is issued for market research purposes to identify highly qualified SBA-certified entity-owned 8(a) electrical contractors capable of supporting a potential two-year Indefinite Delivery, Indefinite Quantity direct award contract. The government seeks firms with demonstrated expertise in performing a broad range of electrical services, with a strong emphasis on self-performing a significant portion of the work, preferably a minimum of 50 percent, using their own workforce, and maintaining a bona fide place of business in California. This notice is not a solicitation and will not result in a contract award; responses are used solely to inform acquisition planning. Responding firms are required to submit a comprehensive capabilities statement that clearly demonstrates technical qualifications, management capacity, and self-performance capability. The most critical evaluation factor is high-voltage electrical experience above 600 volts, including self-performed work involving systems such as substations, switchgear, transformers, primary feeders, and medium-voltage distribution at installations or secure facilities. Firms must provide detailed project examples describing voltage levels, equipment, contract value, percentage of self-performed work, and any unique challenges associated with military or secure environments. The government will also assess experience across diverse electrical systems, including low-voltage power distribution, emergency and standby power systems, generators, automatic transfer switches, uninterruptible power supplies, controls and automation systems such as motor control centers and variable frequency drives, and specialty systems including fire alarm, communications infrastructure, site lighting, and grounding. Project examples are required to demonstrate depth and breadth of experience in these areas. In addition, firms must describe their management approach and capacity to execute multiple concurrent task orders under an IDIQ structure. This includes the ability to manage 10 to 20 task orders simultaneously, oversee subcontractors, comply with federal wage requirements under the Davis-Bacon Act, and respond rapidly to emergency service calls. Firms must detail workforce composition, including licensed master, journeyman, and apprentice electricians, and clearly state their corporate philosophy and intent regarding self-performance of electrical work. To be considered, respondents must meet mandatory prerequisites including active SBA 8(a) certification, valid California contractor licensure with a CSLB Class B General Contractor license and a Class C10 Electrical Contractor license, and bonding capacity of at least one million dollars per project and five million dollars aggregate as verified by a Treasury-listed surety. Required documentation must be submitted as attachments, along with optional resumes for key personnel. Pricing information is expressly prohibited, and submissions must adhere to specified formatting and content organization requirements. The Method of Contractor Selection has not been determined at this Time.
