The City of Vernon is requesting proposals for a sewer rate study and engineer’s report to establish appropriate sewer rates for the City. The selected firm will be chosen based on professional qualifications and demonstrated competence to design, conduct, and assist in the assessment of existing infrastructure conditions, project future costs, allocate costs equitably among ratepayers, and develop a defensible fee structure that complies with all applicable state and local laws. Respondents must submit one unbound original, five hard copies, and one electronic copy of their proposals, clearly labeled “RFP for Sewer Rate Study and Engineer’s Report Consulting Services” and including the primary contact name. Proposals must be detailed enough for thorough evaluation and comparative analysis. The City will then negotiate a contract with the most qualified firm, at compensation that is fair and reasonable. Minimum qualifications include experience conducting sewer and wastewater rate studies in California, particularly Proposition 218-compliant studies, and at least five references for comparable projects completed within the last seven years, each listing client name, project description, contract value, completion date, and contact information. Late submissions will not be accepted.
