A Supplemental Phase II Environmental Site Assessment is required to further characterize soil impacts identified during a 2025 Phase II ESA. The work includes delineating the extent of soil contamination through expanded sampling and collecting background soil samples to establish a baseline for arsenic, a naturally occurring contaminant of concern. Previous investigations identified soil contamination associated with several metals and polycyclic aromatic hydrocarbons. Site conditions include generally flat topography with a slight slope to the west, surficial soils consisting of loams, sands, and fill materials in the upper soil profile, and underlying silty clay soils over limestone encountered at depths ranging from approximately 5 to 32 feet below ground surface. Groundwater was not encountered above the limestone formation. The boundaries of the investigation and site location details are provided in Attachment 5. Questions shall be submitted by 1:00 PM EST on Tuesday 14 April 2026. The period of performance for the resulting award will be date of award to 31 July 2026.
