The Borough of State College ( Borough ) requests sealed proposals for Housing Rehabilitation Management Services for three years ( 2026-2029 ) for approximately 3 multi - family , houses per year . Work involves : preparing scope of work and specifications coordinating with lead / asbestos / mold / radon testing agencies and energy auditor working with contractors through bid process conducting periodic construction observation , etc. Preferred experience includes construction and / or project management with housing rehabilitation projects funded with federal funds such as Community Development Block Grant ( CDBG) and HOME Investment Partnership Program grants . The project is funded through the Community Development Block Grant and HOME Investment Partnership Programs and is subject to all related federal regulations . Minority and women owned businesses , and Section 3 businesses are encouraged to respond . The Borough of State College reserves the right to reject any or all proposals ; waive any defects , errors , omissions , irregularities or informalities in the procurement procedure ; hold proposals for a period not to exceed 45 days from the date of receipt prior to awarding the contract ; and to accept any proposal or combination of proposals which it may deem to be in its best interest .
