This project includes structural rehabilitation and corrosion protection of the existing concrete surfaces in the outfall area of the Preliminary Treatment Facility. Electronic bids and electronic bid bonds must be submitted through Central Bidding prior to the bidding deadline. All electronic bids will be publicly read aloud along with any paper bids received in Room 806 of City Hall immediately after the bid closing. Bids, amendments, or requests for withdrawal received after the specified time will not be considered. Bids must be firm for forty-five days from the opening date and may not be withdrawn during this time except as allowed by law. Official bid documents are available at Central Bidding. Paper copies of plans, specifications, and contract documents may be obtained from the Environmental Services Facility upon payment of a non-refundable fee. A certified or cashier's check payable to the Parish of East Baton Rouge or a satisfactory bid bond executed by the Bidder and an acceptable surety, in an amount equal to five percent of the total bid, must be submitted with each bid. Bids must be received electronically or on solicitation forms furnished by the City of Baton Rouge and Parish of East Baton Rouge, and only those submitted by contractors in whose names the bid forms and/or specifications were issued will be received. Paper solicitation forms will not be issued later than twenty-four hours prior to the receiving proposals. A minimum goal of 6% of the contract amount is established for participation by Eligible Business Enterprises certified under the Parish Socially and Economically Disadvantaged Business Enterprise (SEDBE) program. All bidders must achieve this goal or demonstrate good faith efforts to do so. Only EBE firms certified under the Parish SEDBE Certification Program at the time of bid submittal will count toward this goal. The apparent low bidder must submit the required EBE forms and letters of certification within 10 days after bid opening. All contractors must comply with the State Licensing Law for Contractors and any required classification for Municipal and Public Works Construction, showing their license number on the face of the bid envelope and bid form. Participation in a mandatory pre-bid conference is required for eligibility to receive an award on this project.
