Demolition, site work and paving for a civil project in Tulare, California. Completed plans call for the demolition of a road / highway; for site work for a road / highway; for paving for a road / highway; and water / sewer project.

General Work Description: The work consists of demolition and reconstruction of concrete curb ramps, construction of concrete curb and gutter, demolition and installation of sewer, water, and storm drain improvements, grind and removal of existing asphalt concrete, earthwork and grading, preparation of subgrade using Full Depth Reclamation with Cement, furnishing and placement of Class II aggregate base and hot mix asphalt concrete pavement, and installation of pavement striping, markings and signs. Instructions to Bidders: Complete, signed, and sealed bid proposals are required for the entire work described. Bids must be submitted on proposal forms included in the Bid/Contract Document. Bidders must register on the plan holders list for their bid to be considered responsive. Construction documents may be obtained for a fee from Peters Engineering Group or downloaded from the City of Tulare website. Each bid must be accompanied by bid security of at least 10% of the proposal amount. The successful bidder must provide payment, performance, and maintenance/warranty bonds, as well as required insurance. Contractor must possess a valid California Contractors Class A, General Engineering License at contract award and maintain it for the duration of the project. All contractors and subcontractors must have valid City of Tulare business licenses at contract award. Bids are compared based on the engineer's estimate and past performance. The right is reserved to reject any or all bids. Work must be completed within 240 working days. Non-discrimination and prevailing wage requirements apply, as do registration and compliance with the Department of Industrial Relations and federal Davis-Bacon wage laws. Additional requirements include Section 3 compliance for opportunities to low and moderate income persons in the project area and completion of workforce needs forms as specified in the project specifications. Conflict of interest rules in federal regulations apply. Written bidder inquiries must be submitted by the deadline specified. Inquiries regarding the plans, specifications, or estimate must be communicated as a bidder inquiry in writing by 5:00 PM on Thursday, April 30, 2026. The Work for which the Contractor is retained under this Contract, is generally described as: Street, Concrete, and Utility Improvements within the TULARE-DAYTON Tracts, located at the northeast corner of Highway 99 and Tulare Ave.
