Sealed proposals are requested for Madison County Nursing Home site improvements. Proposals must comply with Mississippi laws and possess current Certificates of Responsibility as required. All construction plans, bid packages, bid instructions, specifications, addendums, project manuals, and drawings are available for public inspection at the Administrator's Office or can be downloaded from Madison County's website. Electronic bids must include the Certificate of Responsibility number and a signed bid sheet. Bid security in the form of a bid bond, certified check, or cashier's check equaling 5% of the bid is required. The owner reserves the right to reject any or all bids, waive informalities and irregularities, and hold bids for up to ninety days to select the best bid. All bids must comply with Sections 31-3-15 and 31-3-21 of the Mississippi Code of 1972 and applicable case law. Work covered by the contract documents includes all Work as defined in the General Conditions of the Contract for Construction and includes but is not limited to all labor, materials, supplies, equipment, tools, apparatus, transportation, fees, taps, permits, bonds, insurances and taxes, all necessary construction and delivery of materials shown on and required and described for the project within these contract documents. B. Start of Work: No work shall be started until issuance of a "Notice to Proceed" and all contracts and beginning documents shall have been executed and all required insurances are in force. C. Time of Completion: The completion of this work is to be on or before the time indicated in the Owner and Contractor Agreement. D. Contractor's Duties: 1. Except as specifically noted, provide and pay for: a. Labor, materials, equipment. b. Tools, construction equipment, and machinery c. Water, heat, and utilities required for construction. d. Other facilities and services necessary for proper execution and completion of work. 2. Pay legally required sales, consumer, use, payroll, privilege and other taxes. 3. Secure and pay for, as necessary for proper execution and completion of work, and as applicable at time of receipt of bids: a. Permits b. Government Fees c. Licenses 4. Give required notices. 5. Comply with codes, ordinances, rules, regulations, orders and other legal requirements of public authorities which bear on performance of work. 6. Promptly submit written notice to Architect of observed variance of contract documents from legal requirements. Appropriate modifications to contract documents will adjust necessary changes. Assume responsibility for work known to be contrary to such requirements, without notice. 7. Enforce strict discipline and good order among employees. Do not employ on work, unfit persons or persons not skilled in assigned task. 8. Obtain Certificate of Occupancy from authorities having jurisdiction.
