The proposal envelope must be sealed, addressed accordingly, and clearly marked for the Overlay Project. The successful bidder must submit a certificate of insurance within 5 days after being awarded the contract. The Town reserves the right to reject any or all proposals, waive technicalities, accept any proposal or portion it deems advantageous, and decrease the project size due to budget limitations. Expenses exceeding the proposal will be the responsibility of the bidder. No proposal may be withdrawn after opening without Town consent for 60 days.
