The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide road maintenance services to the Willamette National Forest road system, specifically on the McKenzie Ranger District. Services must be performed in accordance with the Performance Work Statement (PWS), and all applicable federal, state and local laws and regulations. Bidders are required to submit a technical proposal with details of past performance, technical capability including listing of equipment and key personnel, a work schedule demonstrating expected daily progress, and a Quality Control Plan (QCP). The price proposal must include a completed Schedule of Items and acknowledgment of any amendments. Offers must be submitted via email as two separate attachments--one for the technical proposal and one for the price quote--in Microsoft Word or Adobe PDF format. It is the offeror's responsibility to confirm receipt of the offer. The contract will be awarded as a firm fixed price contract to the offeror whose offer is most advantageous to the government, considering price and other evaluation factors as described.
