The City of Panama City, Florida seeks bids from qualified, experienced, licensed marine construction contractors to provide all supervision, labor, and equipment required for the construction of forty-nine wet slips and 21,343 SF wooden fixed dock within the existing Panama City Marina West Basin in downtown Panama City, FL. No bid may be withdrawn for a period of sixty days after the scheduled closing date for the receipt of bids. The City shall accept the Bid of the responsive and responsible bidder that best meets the needs of the City, taking into consideration cost effectiveness, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and other abilities of the bidder that the City determines will enable the bidder to perform effectively and efficiently. The City reserves the right to accept or reject any and all bids, in whole or in part, to waive minor informalities, obtain new bids, or postpone the bid opening as deemed in the best interest of the City. The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. This project will include mobilization/demobilization, bonding, construction surveying, construction of 21,343 SF of wooden fixed dock, aluminum gangways, fixed access platforms, placement of rip-rap, fire suppression stand pipes, utility pedestals, dockside electrical distribution conduit and wiring, utility pedestals, electrical supply lines to the utility pedestals, water supply lines to the utility pedestals, cleats and line holders, dock signage, one sewer pump-out station, sewer connection to the pump out station, and 19 eight post 32,000 pound capacity boatlifts.
