Site work for a transportation facility in Millington, Tennessee. Completed plans call for site work for a transportation facility; and transportation facility.
The scope of work includes construction projects titled "Project #1 - Rehabilitate South Apron" and "Project #2 - East Side Revitalization of Taxilane and Vehicular Access Road" for the Millington Airport Authority, Tennessee. The principal items for both projects are milling, paving, and marking operations. The total contract time for completion of the work is sixty (60) calendar days, and there are liquidated damages of $2,500.00 per calendar day for delay after the specified completion time. Instructions to bidders include: - Bidders must submit separate sealed bids for each project, using the forms included in the Bidding Documents, in an opaque sealed envelope clearly identified with the project name, project number, and the bidder's current Tennessee Contractor's License Number (unless the bid is less than or did not exceed $50,000.00). - Bids received after the specified time will not be accepted. - Bid security in the form of a certified check, bank draft, or bid bond (not less than 5% of the base bid amount) is required with each bid. - The successful bidder must provide performance and payment bonds each in the amount equal to 100% of the contract price. - Bidders must not withdraw bids within 120 days after opening. - For corporations not chartered in Tennessee, a certificate authorizing them to do business in Tennessee is required. - Bids are based on prevailing wages in Shelby County, Tennessee, and must comply with all city, county, and state licensing and permit laws. - Compliance with federal regulations is required, including Buy American Preference, Civil Rights, Davis Bacon Act, debarment and suspension laws, lobbying laws, Solid Waste Disposal Act, and applicable UAS (drone) regulations. - The owner reserves the right to reject any and all bids, waive informalities or irregularities, and accept the bid deemed most favorable to the owner at the time and under the conditions stipulated. - The owner may refuse to issue a proposal to a prospective bidder if they are in default for reasons such as non-compliance with prequalification regulations, failure to settle bills for labor and materials, contractor default, or unsatisfactory work on previous contracts with the owner. - All bidders are strongly encouraged to attend the pre-bid conference for a clear understanding of the scope and requirements for the contract. Changes resulting from this meeting will be noted in an addendum sent to all plan holders. Question Deadline 05/04/2026 All questions about the meaning or intent of the Contract Documents shall be submitted to ENGINEER in writing. Questions received less than ten (10) days prior to the date of opening of BIDS will not be answered.
