Separate and sealed proposals are requested for the South Valley Street Mill & Overlay Project. This project is funded in whole or part with federal funds, and is subject to Davis-Bacon wage rates, other federal requirements, and mandatory labor compliance. The project is regulated under Executive Order 11246 for Equal Employment Opportunity, along with related contract specifications and any updates made during the project timeframe. Contractors are expected to make good faith efforts to solicit proposals from Minority, Women, and Section 3 Business Enterprises for potential subcontractors. All bidders must comply with Westmoreland County's Section 3 Plan when relevant, as required by the Housing and Urban Development Act and applicable regulations. Each proposal must include a certified check or Bidder's Bond for 10% of the proposal amount, payable to Derry Township. Adherence to Act 127 of 2012 (Public Works Employment Verification Act) is required. No bid may be withdrawn for sixty days after submission. Derry Township Supervisors reserve the right to reject any or all bids or waive any informality in bids received. Copies of Contract Documents are available for a nonrefundable fee.
