The City of Benicia is seeking qualified custodial service providers to perform comprehensive cleaning services across twelve city buildings and structures, covering a total of twenty-one service locations. The consultant will maintain clean, safe, and sanitary environments in accordance with established service standards and schedules. Services required include daily, monthly, and quarterly tasks comprising routine janitorial work, periodic deep cleaning, and support for special events as requested for each facility. Standard duties also include arming/disarming security systems at designated facilities, monitoring and reporting inventory levels of cleaning supplies (to be ordered by City staff), reporting damaged or broken equipment, and documenting completed services with before-and-after photographs to verify quality. Personnel assigned to sensitive facilities will be subject to enhanced background checks and must adhere to strict security and confidentiality protocols. A walk-through of all locations is mandatory. Routine cleaning tasks include dusting, vacuuming, mopping, restroom sanitation, trash and recycling removal, and surface disinfection. Periodic or deep cleaning includes carpet shampooing, floor stripping/waxing, window washing (interior/exterior), and pressure washing if applicable. Special services, such as event setup and cleanup, may be required on an on-call basis. The consultant may adjust work sequence as needed, but must deliver service quality consistent with the prescribed schedule and time allocation across a 9/80 work schedule in which staff may not be present during cleaning hours. Attachments to the solicitation include detailed task descriptions and location-specific requirements. Instructions to bidders include: - Proposals must be received electronically through the City’s e-procurement portal. Proposals cannot be amended after the deadline and there must be careful adherence to all instructions and requirements specified. - Attendance at both a mandatory pre-proposal conference and site walk is required for eligibility. Only written inquiries submitted via the City’s portal will be addressed, and it is the bidder’s responsibility to check for answers and any addenda issued. - Proposals are comprised of responses to each question in the Vendor Questionnaire and/or uploads as required; there is no singular file upload for the complete process. - All proposed prices must remain in effect for 120 days from submission. Each proposal must be the sole work of the bidder; collusive proposals are prohibited. - The City reserves the right to interpret, modify, or cancel any part of the RFP and may request additional information. The City may accept or reject any or all proposals at its sole discretion. Confidential and proprietary information must be marked and justified according to the specified procedures. - Bidders must provide required insurance coverage, sign the Professional Services Agreement or note proposed changes using strikeout/underline format, and register with the City’s digital insurance tracking platform if selected. References, resumes, and acknowledgment of agreement requirements are mandatory, and insurance and licensing must comply with California laws and City requirements.
