Only General Contractors and MEP Subcontractors who have been pre-qualified to bid projects at Benicia Unified School District are eligible to submit a bid. Each bid must be completed on the bid Proposal Form included in the Contract Documents and must conform and be fully responsive to this invitation, the plans and specifications, and all other Contract Documents. Each bid must be accompanied by cash, a cashier's or certified check, or a bidder's bond executed by a surety licensed in California, made payable to the District, in an amount not less than ten percent (10%) of the maximum amount of the bid. The check or bid bond will guarantee that the bidder to whom the contract is awarded will execute the Contract Documents and provide the required payment and performance bonds and insurance certificates within ten (10) days after notification of the contract award. The successful bidder must comply with the provisions of the Labor Code regarding prevailing wage and apprenticeships or other training programs. The schedule of per diem wages is based on an eight-hour working day, with holiday and overtime work at least at time and one half. The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code is permitted. Each bid must include the name and location of the place of business of each subcontractor who will perform work or service, or fabricate or install work for the contractor in excess of one-half of one percent (1/2 of 1%) of the bid price, and must describe the type of work to be performed by each subcontractor. No bid may be withdrawn for sixty (60) days after the bid opening, except as allowed by Public Contract Code. The District reserves the right to reject any and all bids and to waive any informalities or irregularities. Minority, women, and disabled veteran contractors are encouraged to submit bids. This project is subject to prevailing wage requirements. Bidders and subcontractors must pay no less than the applicable prevailing wage rate to all workers on the project. If the project is a public works project over $25,000 or a maintenance project over $15,000, it is subject to compliance monitoring and enforcement by the California Department of Industrial Relations.
