Project Description The Town of Burke is issuing this Request for Qualifications (RFQ) for the qualifications-based procurement of an engineering firm to assist with engineering tasks associated with the Thayers Corner Water District Water System Improvements. Utilizing a qualifications-based process, the Town will select a consulting engineering firm licensed in the State of New York to design, bid, administer and close-out the water project. A. Thayers Corner Water District Water System Improvements Project The Town of Burke, situated in Franklin County, owns and operates one (1) Water District which is the Thayers Corner Water District. A Preliminary Engineering Report (PER) entitled Town of Burke, Thayers Corner Water District Water System Improvements, dated May 2025 was prepared for the Town by Barton and Loguidice. The Thayers Corner Water District, located within the Town of Burke, provides potable water service to approximately 160 people through 48 service connections. System infrastructure consists of a groundwater well, treatment building, clearwell, approximately 7,000 linear feet (LF) of 4-inch HDPE transmission main, and approximately 9,000 LF of 2-inch galvanized steel distribution mains. While the system is well-maintained and generally found to be operating in compliance with all applicable regulations, deterioration of the aging galvanized distribution mains and the lack of a redundant water supply present risks which must be addressed to ensure the systems long-term functionality. Under the recommended alternative, an additional supply well would be drilled at the site of the existing supply well and treatment building in order to provide a redundant water supply.
