The scope of work includes the replacement of all water meters and installation of new end point radios within the City of Port Jervis water supply limits under Contract GC-1 – General Construction. Each bid must be accompanied by a bid guarantee of at least five percent of the bid amount as a guarantee that if the bid is accepted, the bidder will execute the contract and file acceptable performance and labor and material payment bonds and certificate(s) of insurance within fifteen days of award. Only those listed as having obtained the contract documents may submit a bid or receive addenda. The owner reserves the right to reject any or all bids and to waive any informality or technicality in any bid in the interest of the owner. Bidders may not withdraw their bid within forty-five days after the opening. The project is subject to the requirements specified in the Environmental Facilities Corporation Mandatory State Revolving Fund Terms and Conditions, including Building America, Buy America Act, and American Iron and Steel (AIS) Requirements. An applicable product waiver exists for AMI water meters, expiring December 20, 2026. Minority business enterprises will be given full opportunity to submit bids and will not be discriminated against on the basis of race, gender, color, or national origin in consideration of an award. The owner is exempt from sales and use taxes on all supplied materials.
