Site work and renovation of a water / sewer project in Port Jervis, New York. Completed plans call for the renovation of a water / sewer project.

The project involves the demolition of existing and installation of filter media and associated equipment, as well as rehabilitation improvements of the City's water filtration plant filters. This includes work on valves, media, controls, strainers, and troughs. Bids are received for general construction. Question Deadline 04/13/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions are as follows: A. Email: mhepa@mhepc.com Questions received less than seven (7) days prior to the date for opening of Bids will not be answered. Each bid must include a bid guarantee equal to at least five percent of the bid amount as security that the bidder will, if awarded the contract, execute the contract and provide acceptable performance and payment bonds and insurance certificates within fifteen days after the award. Prospective bidders may obtain bidding documents from the issuing office. Only those listed as having obtained contract documents are permitted to bid and will receive any addenda. Digital and hard copies of documents are available for fees. The owner reserves the right to reject any or all bids and to waive any informality or technicality in the interest of the owner. Bidders must submit a non-collusive bidding affidavit. No bids may be withdrawn within forty-five days after opening. Participation by Minority/Women-Owned Business Enterprises (MWBEs) is encouraged, and bidders are required to follow good faith efforts for outreach to MWBEs as outlined, including soliciting bids from certified MWBEs and maintaining records of such efforts. The project is subject to the requirements of the Build America, Buy America Act, mandating the use of US-produced iron, steel, construction materials, and manufactured products in federally funded infrastructure projects. The owner is exempt from New York State sales and compensating use taxes for all materials supplied under the contract.
