Site work and paving for a road / highway in Export, Pennsylvania. Completed plans call for site work for a road / highway.
Sealed bids are invited for the 2026 CDBG Overlay Project in Export Borough. The items included in the project are: 1. 9.5 mm Superpave, estimated quantity 3060 SY 2. 9.5 mm Superpave Scratch, estimated quantity 250 TN 3. Milling, estimated quantity 3060 SY 4. 1.5 9.5 mm Superpave, estimated quantity 3500 SY 5. 1.5 Milling, estimated quantity 3500 SY 6. Wedge Curb, estimated quantity 550 LF 7. Base Repair, estimated quantity 150 TN Proposals must be sealed, accompanied by a 25% Bid Surety, and delivered to the specified address. Any proposal received after the deadline will not be accepted, and no bid may be withdrawn once submitted. The bid surety of the three lowest responsible bidders will be retained until the contract is awarded and executed, after which the sureties of the remaining unsuccessful bidders will be returned. Award review will consider total, unit, and alternate costs. The Borough reserves the right to accept or reject any or all bids, or any part or item thereof, and to readvertise if necessary. Defects, errors, omissions, irregularities, or informalities may be waived. Contractors and subcontractors must comply with the E-Verify Program and all federal requirements including Davis-Bacon wage rates, with labor compliance being mandatory. Efforts should be made to solicit proposals from Minority, Women, and Section 3 Business Enterprises for potential subcontractors. All bidders must comply with Westmoreland County's Section 3 Plan as set forth in the bid documents.
