The project consists of furnishing all materials, labor, equipment, tools, and other items as specified for the complete and operable installation to restore the trench area of the water main installation and mill and overlay the disturbed areas according to paving requirements and all associated appurtenances as detailed in the specifications and shown in detail T-7.01. This description is not to be considered a complete statement of all work required. Bids may be submitted via email or delivered in person. Bidders must have valid North Carolina General Contractor's Licenses suitable for the type and value of the work. A minimum ten percent participation by minority businesses is required in the total value of the work. Each bidder is required to submit a Non-Collusion Affidavit. Bidders should notify their intention to prepare a bid via email to receive updates, addenda, or changes. The work may be inspected and supervised by an engineer or firm designated by the authority. The project must achieve substantial completion within 30 consecutive calendar days from the Notice to Proceed and final completion within 45 consecutive calendar days. Bids are irrevocable for a period of ninety calendar days after opening except as required by law. The owner reserves the right to accept or reject any or all bids, waive informalities, and disregard nonconforming, conditional, or counter bids. Question Deadline 05/14/2026 All questions about the meaning or intent of the Bidding Documents shall be submitted in writing to the Project Manager via email only to: Aholloway@owasa.org. Interpretations or clarifications considered necessary by Project Manager in response to such questions will be issued by Addenda emailed or delivered to all parties recorded by Project Manager as having received the Bidding Documents four (24) hours before Bids are opened. Questions received less than five (5) days prior to the date for opening of Bids may not be answered.
