Site work for a water / sewer project in Pembroke, North Carolina. Completed plans call for site work for a water / sewer project.
This solicitation is restricted to qualified tribal and/or Indian owned economic enterprises and organizations for the construction of the Rennert Elderly Site Wastewater Treatment System. The project involves the construction of a wastewater collection, septic tank, a Flow EQ field dose pump tank, and subsurface dispersal by dosing to a pressure manifold providing gravity distribution to ten trenched nitrification lines. All system pre-treatment components (septic tank) must be suitable for treating up to 4000 gallons per day of wastewater from the project and dispersal to a subsurface application area. Contractors must submit two sealed envelopes, one containing bid proposals and one containing contractor requirements. Requirements include general liability insurance coverage of $500,000, North Carolina General Contractors License with proper classification, workman's compensation of $300,000, a surety bid bond or equivalent for 5% of the bid price, evidence of business being Indian owned and operated, and a list of subcontractors and material suppliers. Bidders must meet certification requirements for wastewater installations, including installation of sewer collection system piping by a General Utility Contractor or Licensed Plumber, installation of septic tank and pump tank by a Certified Grade 4 Septic System Installer, and dispersal field installation by an approved installer with state approval. Bonding companies must be on the U.S. Department of Treasury's listing of approved sureties. Sealed envelopes not containing all listed items will be deemed incomplete and unacceptable. For contracts exceeding $150,000, the selected contractor will be required to produce a payment/performance bond for 100% of the contract amount within 14 calendar days. 75% of all subcontracts and material suppliers must be with tribal and/or Indian-owned economic enterprises and organizations. The submitted list of subcontractors/material suppliers cannot be changed without written permission from the owner. The Lumbee Tribe of North Carolina reserves the right to accept or reject any or all proposals and to waive any informalities or irregularities.
