The City of Elkhart, Iowa, is requesting proposals for engineering services to assist with Phases 2 and 3 of a stormwater improvement project within the city. The work includes development of plans and specifications, bidding services, and construction management services. The project may be funded by federal funds through the Department of Housing and Urban Development, and therefore federal regulations including Section 3, Davis-Bacon, and Buy America, Build America will apply. Proposals should demonstrate experience with the Iowa Economic Development Authority's Community Development Block Grant (CDBG) Program, describe similar successfully completed projects, outline organizational capacity and estimated project timeframe, identify key personnel and describe their experience, provide references from related work within the past five years, and include information about the firm's professional errors and omissions coverage. Proposals must not contain pricing information and will be evaluated based on qualifications.
