Demolition for a residential development in Etna, Pennsylvania. Completed plans call for the demolition of a residential development.
Demolition of three properties. Bidders may obtain specifications and proposal forms from the North Hills Council of Governments (NHCOG) office. A fee is required for obtaining these documents, either in person or by mail. Sealed bids must be submitted to the NHCOG office. The NHCOG reserves the right to reject any or all bids and to waive any informalities. Bids must include a Bid Bond, Cashier's Check, or Certified Check made payable to NHCOG in an amount not less than 10% of the bid; cash will not be accepted. Compliance is required with the Davis-Bacon Act, Federal Labor Standards, Civil Rights Act, Department of Labor Equal Opportunity Clause, Housing and Community Development Act, Executive Orders regarding minority and female business enterprises, Rehabilitation Act, and Americans with Disabilities Act. The project is a Section 3 Project under the Housing and Urban Development Act and must, to the greatest extent feasible, utilize lower income residents and Section 3 business concerns for employment and training. All contracts and subcontracts shall contain the Section 3 Clause. Compliance is also required with Federal General Conditions included in the contract documents, which must be incorporated by reference into all construction contracts.
