The firm must provide a minimum of three alternatives considered (including a 'No Action' alternative), analyzing advantages, disadvantages, and sustainability considerations, and recommend an alternative with a total project cost estimate, annual operating budget, detailed timetable for implementation, and legal tools such as ordinances and enforcement policies. The scope of work requires an action item plan with a summary of post-approval actions and appendices with survey information, material specifications, and plan details. Proposals should not include a fee and must detail qualifications, past similar projects, references, resumes, project manager, project timeline, and authorized contacts.
