The Project includes installation of a new wastewater lift station and force main to convey wastewater from Arkansaw to the City of Durand. This includes directionally drilling approximately 13,000 feet of main force. Work also includes decommissioning the Arkansaw Sanitary District No. 1's Wastewater Treatment Plant. Bids shall be on a lump sum as indicated in the Bid Form. Bids shall be submitted on the forms provided and per the Contract Documents prepared by CBS Squared Inc. No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after contract award. Bidder is required to deliver the original certified check or bid bond within 72 hours of the bid opening to CBS Squared, Inc. The Owner reserves the right to retain the deposits of the three lowest bidders for a period not to exceed 61 days after the bid opening. No bids may be withdrawn for a period of 61 days after the bid opening. Bidders Proof of Responsibility must be submitted in accordance with the Instructions to Bidders. Bidders will be required to provide performance and payment bonds of 100 percent of the bid amount. The contract is expected to be funded in part with funds provided by the Wisconsin Department of Administration, Division of Energy, Housing and Community Resources, Community Development Block Grant-Public Facilities (CDBG-PF) and Wisconsin Department of Natural Resources, Clean Water Fund Program (CWFP). Use of American iron and steel is required. Attention of bidders is directed to requirements regarding conditions of employment, minimum wage rates, Build America, Buy America Act domestic procurement, Housing and Community Development Act of 1974 Section 3, Segregated Facility, Section 109, and E.O. 11246. The successful bidder will be required to conform to wage requirements as prescribed by Section 66.0903 of the Wisconsin Statutes and the federal Davis-Bacon and Related Acts. If wage requirements conflict, the highest rate shall apply. DBEs, MBEs, WBEs, and SBRAs are encouraged to submit proposals. Equal Opportunity and Affirmative Action requirements apply.
