Sealed proposals will be received for CD 49-7.6b 9th Street Park Improvements, Glassport Borough, which includes the installation of a loop walking trail with excavation, installation of geotextile fabric, modified subbase, binder and wearing courses, and lawn restoration at a park located near 300 6th Street in Glassport, PA, 15045. Proposals must include a Bid Bond equal to ten percent (10%) of the Proposal as a guarantee that, if accepted, the successful Bidder will immediately enter into an Agreement and commence construction. Compliance is required with Title VI and other applicable civil rights provisions, Department of Labor Equal Opportunity Clause, Section 109 of the Housing and Community Development Act, Executive Orders on Minority and Female Business Enterprise, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, the Allegheny County MBE/WBE Program (13 percent Minority, 2 percent Female), and the Allegheny County Ordinance for Veteran-Owned Small Businesses (5 percent). The project is a Section 3 Project under the Housing and Urban Development Act and must utilize lower income residents and Section 3 Business concerns to the greatest extent feasible. All contracts and subcontracts must include the "Section 3 Clause" and comply with federal General County Conditions. The Steel Rivers Council of Governments reserves the right to waive informalities or reject any or all proposals, or any part thereof.
