The Terrell County Board of Commissioners requests qualifications from interested Energy Services Companies (ESCOs) for the design and implementation of a Guaranteed Energy Savings Performance Contract in various facilities. The selected ESCO will be required to conduct an investment grade audit, identify, engineer, design, install, maintain, and provide financing options for approved energy conservation measures in a fixed cost scenario. The goal is to improve designated facilities through guaranteed energy, operational, maintenance, and capital cost avoidance savings, as well as to create new revenue sources. Responses must be submitted in the required format, not exceeding twenty-five pages, single-sided, with a minimum 10-point font. Cover Page, Cover Letter, Table of Contents, and Annual Reports/Audited Financials do not count toward the page limit. Responses must include: - Executive Summary: A concise abstract stating the respondent's understanding of the County's goals and objectives, and the ESCO's ability to satisfy those goals. - Company Background & Experience: Company overview, relevant experience, five references for similar programs, and a list of programs in Georgia. Any performance guarantee shortfalls or lawsuits around corruption or bribery must be disclosed. - Project Development: Description of project development process and schedule, overview of services, and list of any products or materials to be supplied. - Project Management: Approach to project management, organizational chart, resumes of proposed team members, approach to ongoing maintenance, and warranty management. - Financial: Two recent Annual Reports or Audited Financials, a certificate of insurance with limits, and a letter of bonding capacity with limits. - Project Non-Performance: Disclosure of all relevant lawsuits or shortfalls as above. Failure to provide complete and accurate information may result in disqualification. The County reserves the right to reject any or all responses, waive technicalities, and request clarification as needed.
