Project Summary The new Freeland Park Restrooms are to be installed on the site at Freeland Park by the contractor in accordance with the approved Drawings, Specifications, and the Project Manual. The site is to be prepared by the contractor, including grading, site preparation for placement of the precast restroom units on a prepared base, connection of electrical power, water supply, and wastewater drainage lines for the restrooms, installation of an on-site septic system for the restrooms, and construction of two ADA-compliant parking spaces adjacent to the restrooms. The precast concrete restroom units are to be pre-engineered precast concrete units manufactured by CXT, procured by the County, and delivered and placed onto their final location by the manufacturer’s designated vendor. Sitework includes grading and modification of existing slopes on the site, construction of a retaining wall adjacent to the restroom units across the width of the site and along the Shoreview Drive right-of-way boundary. The new on-site septic system is to be connected to the existing septic system drain field, which was inspected and determined to be adequate for the new septic system. Sitework also includes landscaping around the new restrooms, grading of slopes for vegetation restoration, and export of net excess soils excavated from the site to an off-site location (Island County gravel pit at 3835 S Smugglers Cove Road, Greenbank, WA 98253, entrance gate near intersection of Smugglers Cove Rd and Lily Ln), construction of a pedestrian walkway from the restroom site to the parking lot east of the site, and electrical power from the new restroom to existing light poles at the parking lot east of the site. The two (2) existing light poles are to be pressure washed and prepared for repainting, the existing light fixtures are to be replaced with new LED light units and a new lighting unit is to be provided on an existing light pole to illuminate the existing flagpole and flag (when raised). The entire scope of work is described in this document and in the approved Drawings and Specifications. This is a prevailing wage public works job. Owner assumes no responsibility for any conclusions or interpretations made by bidder based on the information made available by Owner. Should a bidder find discrepancies or omissions in the drawings or specifications, or should bidder be in doubt as to their meaning, bidder shall at once notify the Project Manager. If appropriate, the Owner will send written instructions to all bidders by addenda Question Deadline 06/11/2026 Bids shall be submitted on the forms provided in the bidding documents. All bids must be in a sealed opaque envelope and plainly marked on the outside with the bidder's name and the project name. No oral, telephone, telegraphic, electronic, or faxed bids or modifications will be considered. Island County reserves the right to reject any or all bids and to waive all informalities in the bidding. All bidders must meet the mandatory bidder responsibility criteria. All proposals shall be accompanied by a bid proposal deposit in certified check, cashier’s check, or bid bond in an amount not less than five percent (5%) of the total bid price. Should the successful bidder fail to enter into the contract and furnish satisfactory performance bond within the time stated in the contract provisions, the bid proposal deposit shall be forfeited to Island County. *The value for this project is based on a financial range.
