The work includes the installation of approximately 1000 feet of roadway reconstruction, 1240 feet of 12-inch to 48-inch diameter storm sewer, 330 feet of 8-inch diameter sanitary sewer, 770 feet of 8-inch water main, concrete curb, concrete sidewalk, associated manholes, valves, and fittings. All work and bids shall incorporate all necessary General, Construction, Mechanical, Electrical, Installation, Labor, Materials, Tools, Equipment, Taxes, Permits, Licenses, Insurance, and Service Costs incidental to construction. Bidders must be experienced in constructing facilities of this type. Bids must be submitted in a sealed, marked envelope. Each bid must be accompanied by a certified or cashier's check or bid bond equal to five percent of the bid. The successful bidder must provide Performance and Payment Bonds for the full contract amount. Bids must be properly executed on the provided Bid Form, accompanied by an Indiana State Board of Accounts Form 96, confirmation of Addenda receipt (if any), and necessary bid security. Each bidder must show experience in constructing wastewater facilities and be qualified by the state certification board or the Indiana Department of Transportation. All bidders and selected contractor must comply with requirements of the Indiana Finance Authority, the State Revolver Fund (SRF), and the U.S. Environmental Protection Agency Community Project Funding programs, including contract provisions for nondiscrimination, Davis-Bacon and related acts, suspension and debarment, and American Iron and Steel. The Owner reserves the right to reject any or all bids or waive any informalities.
