Specifications can be reviewed on the INDOT public website. The Construction Service Agreement can be reviewed at the Porter County Highway Department. Each item bid must be submitted in a separate envelope with the bid class and bid number specified, using an individual official form No. 96 approved by the State Board of Accounts and accompanied by a Non-Collusion Affidavit. A bid security, made payable to the Porter County Treasurer, in an amount of more than ten percent (10%) of the bidder's total bid (or a minimum of $1,000 if no total is specified) is required with each bid. The bid security form can be a bank cashier's check, bank draft, certified check, or bid bond, or a form otherwise approved by the owner, issued by a surety acceptable to the owner and authorized to transact business in Indiana. No conditional bids will be considered. The Board of Commissioners reserves the right to reject any and all bids or parts thereof, waive all informalities or irregularities, and re-advertise.
