Site work for a development in Greenfield, Wisconsin. Completed plans call for site work for a development.
The purpose of the work is the placement of a compacted clay cap and topsoil and establishment of vegetative cover over the former Allis Chalmers Landfill. Work includes supply and transportation of suitable cap materials, removal and disposal of existing vegetation, stripping of topsoil, earth moving, creation of access roads, placement, grading and compaction of cap materials, reestablishment of vegetative cover and vegetative cover maintenance. Contractors shall employ a minimum of 15% of the contract labor force with employees that reside in Milwaukee County. Documentation must be performed by LCPtracker Labor Compliance software. Targeted Business Enterprise participation goal for this project is nine percent. All required TBE-14 / DBE-14 forms must be completed and signed by the prime contractor and submitted as indicated. Bidders shall submit a completed contractor qualification statement no less than five calendar days prior to the bid due date. Bidders shall also submit the completed Subcontractor-Supplier Information Entry with the bid. A 10 percent bid bond or certified check is required with the bid. The base bid shall remain open to acceptance for a period of 60 days after the bid due date. The owner reserves the right to reject any bid, waive informalities in any bid, or accept the bid which is in the best interest of the owner. Substantial Completion of the Work within 90 calendar days. Compacted Earth Cap Material Borrow Site: Work includes, but is not limited to, the following: a. Locate a commercial quarry or existing construction site with excess excavated clay soil of sufficient quantity to complete the compacted earth cap. b. Sample and test the clay borrow soil to confirm that it will meet the compacted earth cap specifications. c. Excavation and material hauling from compacted earthen cap borrow site to the Landfill. Installation of initial erosion control measures and maintenance throughout the Landfill project area. b. Installation of additional erosion control measures as required to control erosion under interim conditions created by the Contractor's sequence of work. Erosion Controls will comply with the Construction Site Erosion Control Plan/Storm Water Management Plan and construction site storm water permit (Wisconsin Pollutant Discharge Elimination System [WPDES] General Permit No. WI-S067831-06). c. Management of storm water runoff throughout the project in accordance with the Construction Site Erosion Control Plan/Storm Water Management Plan and WPDES General Permit No. WI-S067831-06, including interim conditions created by the Contractor's sequence of work that are not depicted on the Drawings and in accordance with the WDNR Tier 2 Industrial Facilities WPDES General Permit No. WI-S067857-5. d. Inspections and reports on all erosion controls in accordance with the plans and specifications throughout the project until vegetation is established as defined in the Construction Site Erosion Control Plan/Storm Water Management Plan and WPDES General Permit No. WI-S067831-06. e. Maintenance of all erosion controls throughout the project until vegetation is established as defined in the Construction Site Erosion Control Plan/Storm Water Management Plan and WPDES General Permit No. WI-S067831-06. f. Removal of erosion controls once restoration is completed and vegetation has been established as defined in the Construction Site Erosion Control Plan and WPDES General Permit No. WI-S067831-06. g. The previously listed items will apply to a site-specific WPDES Permit if that permit type is required by the Wisconsin DNR. 6. Site Preparation: Work includes, but not limited to, the following: a. Perform Work in accordance with plans and specifications. Work is related to the Landfill final cover. b. Survey of existing conditions within and around the Landfill final cover area (plat of survey will be made available). c. Complete public and private utility locate survey prior to ground disturbing activities. d. Protection of monitoring wells, transmission tower foundations, poles, structures to remain, and other aboveground and underground pipes and utilities. e. Removal and disposal of existing structures within the work area as identified on the Drawings. Timing of existing structure removal to be coordinated with Owner and Engineer. f. Stripping and stockpiling topsoil in areas requiring fill placement or regrading. g. Access road construction at a location to be determined by Contractor and approved by Owner and Engineer. a. Interior Swale: Grade interior swale as shown on the Drawings. Haul from on-site stockpile or purchase and import topsoil, place topsoil, seed, fertilize, erosion mat, and install check dams. Third-party survey documentation of final swale conditions. b. Access Roads: Preparation and grading of access road subgrades and installation of geotextile separator. Purchasing, importing, placing, compaction, and grading of imported access road dense-graded base as necessary to complete Work. Survey documentation of installed access roads. c. Monitoring Well Abandonment: Abandonment to be performed by Owner. Monitoring wells to remain until removal is necessary to finish construction, coordinate timing with Owner and Engineer. d. Monitoring Well Installation. Installation to be performed by Owner. Coordinate timing with Owner and Engineer. Monitoring well locations will be outside the liner and final cover limits. e. Restoration: Haul, place, and grade topsoil in disturbed areas and stockpiles outside of the liner area from on-site stockpiles. Purchasing, importing, placing, and grading of imported topsoil as necessary to complete work. Preparation of seed bed. Seeding, fertilizing, and mulching disturbed areas. Installation of erosion matting as necessary. Maintenance of restoration areas and repair of erosion until vegetation is established. Repair other disturbed areas including aggregate and paved access roads. f. Survey documentation of final restored site conditions. Tax Key: 564-9986-000 The goal for minority participation, expressed in percentage terms for the Contractor's collective workforce in each trade on all construction work in the covered area is 8.0%*. The current goal for female participation is 6.9%**
