The work consists of providing all necessary labor, supervision, equipment, supplies, and materials to resurface and rehabilitate approximately 1.04 miles of Bay County roads. The project includes milling and removal of existing pavement structure, replacement of base material, paving, and stabilization of all disturbed areas. The intent is for the selected contractor to complete the construction in every detail, furnishing all labor, materials, equipment, tools, transportation, and supplies required. Bidders must be FDOT pre-qualified for Flexible Paving, and either the prime contractor or subcontractor must be pre-qualified for Hot Plant-Mixed Bituminous Courses, Drainage, Grading, and Pavement Marking. All work must be in accordance with contract documents, specifications, and plans. The contractor is responsible for site supervision, maintaining access, scheduling operations, and complying with all requirements for documentation, testing, and payment procedures. The contractor's workforce must perform at least 51% of the work and provide a full-time on-site job supervisor. Bidders are instructed to submit bids on the provided forms, with all items filled out, and to include the necessary bid bond and licensing documentation. Bids may be submitted electronically or as a sealed paper copy. The bid must be valid for 90 days after opening. Bidders are not permitted to contact anyone other than the Purchasing Department regarding the project. Any questions must be submitted in writing. Attendance at the mandatory pre-bid meeting is required for eligibility to bid. The contract will be awarded to the lowest responsive and responsible bidder, subject to the right to reject any or all bids and to waive minor informalities and irregularities.
