This project includes sanitary sewer televising investigations of various size pipe, including the cleaning (light and heavy), plugging/bypass pumping, and manhole inspections throughout the Borough. All traffic control and resident notification in work locations are also included. The Borough may add or subtract various sanitary or storm sewers throughout the contract. All proposals must be submitted electronically via PennBid. No hard copy bids will be accepted. Proposals must remain firm for sixty days. No bidder may withdraw their proposal during this period without forfeiting the proposal guarantee. Bids must be accompanied by a certified check or bidder's bond from a surety company authorized to do business in Pennsylvania, in an amount equal to ten percent of the total proposal, as a guarantee that, if accepted, the bidder will enter into an agreement within fifteen days after notice of award. The contract may be awarded to the lowest responsive, qualified, and responsible bidder based on quality of previous work, record of project completion, payment history to subcontractors and suppliers, equipment adequacy, technical experience, financial stability, and other relevant factors. The Borough reserves the right to reject all bids, to award contracts for all or any portions of the work listed, and to determine contract price based on total quantities and unit prices listed. Performance, maintenance, labor and material payment bonds, public liability and property damage insurance certificates, and workman's compensation certificates must be filed with the executed agreement upon acceptance of the proposal from the successful bidder. The Borough reserves the right to reject any or all proposals or any part thereof, and to waive any informality.
