The Department of Public Works for the City of Manchester, NH (DPW) is soliciting proposals from qualified consultants or consultant teams to provide on-call design and engineering services related to planning, design, and construction phases of transportation projects. The selected consultant(s) will be responsible for delivering comprehensive highway design services, including but not limited to preliminary engineering, environmental coordination, geometric design, pavement design, drainage and stormwater management, traffic analysis, utility coordination, right-of-way support, preparation of plans, specifications, and cost estimates (PS&E), and construction support services. DPW is also soliciting proposals from qualified consultants or consultant teams to provide professional transportation planning services. The selected firm(s) will support DPW, in collaboration with other City, Regional and State partners, in planning, analysis and implementation of transportation initiatives that improve mobility, safety, accessibility, sustainability and system performance. Successful firms for both RFQs will support DPW on an as-needed basis for a period of five (5) years. Some or all task orders issued under these on-call contracts may be federally funded and subject to federal grant requirements. When applicable, the selected consultant(s) shall comply with all federal, state, and local laws, regulations, and policies, and staff assigned to the project shall meet all federal, state and local certification requirements. Responses to the RFQs shall be submitted to DPW by hand delivery or mail, annotated with the title of the RFQ, to Margarete Baldwin at the DPW Main Office at 475 Valley Street, Manchester, NH 03103.
