Core and shell construction is anticipated to be fully designed and awarded on a firm-fixed-price basis. Interior and exterior work will be partially designed at award and delivered under guaranteed maximum price ceilings, with the contractor providing advisory professional management services during planning and design, followed by construction management during execution. The project is intended to preserve the building's historic character while upgrading building systems, improving ventilation, reopening approximately forty percent of currently unusable space, and transforming the facility into a flexible, modern federal workplace that supports future workforce and multi-tenant needs in accordance with GSA PBS Core Buildings Standards.
