Reconstruct Access Road, Phase II. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. Each bidder must deposit with their proposal a bid security in an amount equal to at least 10% of the Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw their bid within 120 days after the actual date of the opening thereof. Successful bidders must enter into the Agreement and furnish a Contract Bond and evidence of required insurance within fifteen days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the contractor in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. Wi liamsport Regional Airport is located in Montoursvi le, PA along the West Branch of the Susquehanna River and Loyalsock Creek. The Airport services the surrounding community and just had a new terminal completed several years ago. A new passenger terminal was constructed in recent years, resulting in increased vehicular traffic along the primary airport access roadway. The existing access road has experienced accelerated deterioration due to frequent use by oversized vehicles and construction equipment associated with recent development. Currently, the airport is served by a single two-lane access road that includes a railroad crossing, creating a potential problem with emergency access. To improve long-term access and safety this project wi l involve the removal and realignment of the existing access road. The project limits extend from the vicinity of the Pennsylvania Co lege of Technology between the McClure Johnston Company and the Airport Terminal parking area. The proposed realignment wi l establish adequate separation and alignment to accommodate a future additional railroad crossing, enhancing redundancy and safety for airport access. The scope of work includes, but is not limited to, the fo lowing elements: _ Removal of existing roadway and associated infrastructure _ Construction of a new roadway alignment _ Removal and instalation of perimeter fencing _ Relocation and protection of existing utilities _ Instalation of new concrete sidewalks for pedestrian access _ Construction of a stormwater management system, including drainage conveyance improvements _ Placement of new pavement section
