The City of Blaine ("City") is seeking a statement of qualifications from firms interested in providing professional services for the pedestrian safety improvement projects: Blaine Multimodal Improvements , and Blaine Peace Portal Community Trail - Phase 3 Project 1: Blaine Multimodal Improvements Blaine is focusing on growth and development in and around the downtown area and the central school campus. This infill growth strategy is focused on reducing vehicle miles traveled and greenhouse gas emissions, and providing opportunities for walking, biking, and rolling for both residents and visitors. Currently, there is a significant gap in the sidewalk along the west side of SR 548 (Peace Portal Drive) in the south portion of downtown Blaine, and there are no ADA-compliant flashing crosswalks to support safe walk routes between residential neighborhoods and the Blaine Elementary, Middle, and High Schools. WTA transit stops for Route 75 are provided on both sides of many streets along the route through downtown Blaine, but are not supported by ADA-compliant flashing crosswalks to help transit riders cross the street safely and comfortably. Existing conditions may prevent both school children and WTA transit riders from walking to their destinations. This project will eliminate the sidewalk gap along SR 548 Peace Portal Drive from Clark Street to Boblett Street by constructing 161 linear feet of ADA-compliant, 8-foot-wide concrete sidewalk to fill the gap and will upgrade the ADA ramps at the mid-block crossing to complete the continuous walking and rolling route along and across SR 548 in downtown Blaine. and will install five flashing crosswalks at five intersections surrounding the central campus for all Blaine schools. Project 2: Blaine Peace Portal Community Trail The Peace Portal Community Trail has been constructed in multiple phases from downtown Blaine to its current terminus at Hughes Avenue, and additional planned phases to the southern City limit at West Road are adopted in both the Transportation Element of the Blaine Comprehensive Plan and the City of Blaine 2026-2031 Six-Year Transportation Improvement Program. Phase 3 of the Peace Portal Community Trail will extend the paved 10-foot-wide multiuse pathway 1,800 linear feet to the southeast to the City of Blaine welcome sign at the intersection of Bell Road and Peace Portal Disadvantaged, minority, and women-owned consultant firms are encouraged to respond. After considering the submittals, the City will negotiate final terms with the selected party. The City of Blaine reserves the right to cancel this request or reject any and all responses submitted if the City's best interest would be served.
