The City of Burlington's Water Resources Division is seeking Statements of Qualifications from qualified General Contractors to provide pre-construction and general contracting services for the Burlington Main Wastewater Treatment Facility Stage 1 Upgrade using the Construction Manager at Risk (CMAR) method of project delivery. The selected CMAR will work with the project team to collaborate closely during the pre-construction phase to develop a design that achieves the owner's objectives at a mutually agreeable guaranteed maximum price. The CMAR is also expected to perform construction phase services. Design and construction objectives include increased hydraulic capacity, addition of a tertiary treatment process, secondary treatment flexibility, and overall facility longevity. Other project-specific objectives are quality assurance, cost certainty, maintenance of plant operations, schedule optimization, risk management, safety performance, early contractor involvement, value engineering, early procurement and project phasing, change order reduction, project invoicing schedule estimates, dispute avoidance, and federal compliance with funding requirements such as Davis-Bacon, Disadvantaged Business Enterprise, American Iron and Steel, and Build America Buy America Act.
