The work involves the placement of incidental hydraulic cement concrete items in accordance with the City of Bristol, Virginia's specifications and current Virginia Department of Transportation Road and Bridge standards. The contractor must provide all labor, equipment, and hydraulic cement concrete required to complete the specified project, with the exception of stone. Bidders are required to be VDOT prequalified contractors and must provide proof of such qualification with their bid. Bids must be submitted as one original and three copies, either by mail or hand delivery, with an option to submit electronically via the eVA procurement platform in addition to the required paper copies. No faxed or solely electronic submissions are accepted. The City will evaluate bids based on unit price (per linear foot, per square yard, or per material type), and reserves the right to make multiple awards, reject any or all bids, waive informalities, and negotiate with the low bidder if the bid exceeds the budgeted funds. Contracts will cover a one-year period and may be renewed for up to two additional years, with cost increases capped at 3.5% per renewal.
