The scope of work consists of roadway, water, sewer, drainage, and related infrastructure improvements within Olyphant Borough, Lackawanna County, Pennsylvania. Work includes, but is not limited to, installation of water and sewer improvements, pavement restoration, curb installation, drainage improvements, excavation, backfill, line striping, erosion and sediment control, and all associated appurtenances and traffic control necessary for completion of the project in accordance with the contract documents and PennDOT standards. Instructions to bidders: Bid security in the form of a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than ten percent (10%) of the total bid. Each bid shall be accompanied by a bid bond or certified cashier's check in favor of Lackawanna County. All questions regarding the meaning or intent of the bidding documents shall be submitted in writing. Telephone inquiries will not be accepted. Bidders must submit all required forms contained within the bid package. Bidders must comply with all State anti-bid-rigging regulations and submit an executed non-collusion affidavit with the bid. Bidders shall comply with all applicable federal and state statutes, rules, and regulations relating to environmental protection. The project requires compliance with the Pennsylvania Public Works Employment Verification Act, utilization of the Federal E-Verify system, submission of a Public Works Employment Verification Form, and adherence to prevailing wages under the Davis-Bacon Act. Contract documents include requirements addressing labor standards, nondiscrimination in hiring, and goals for minority and female participation, including MBE/WBE participation and Section 3 compliance. No bid may be withdrawn for a period of sixty (60) days after the scheduled bid opening.
