Initiating Organization: Engineering District 4-0 Agreement Type: Open End 100% State Funded: Yes Services Requested: Design and Misc Services Selection Process: Modified Under this agreement, selected firms will perform safety inspections on state-owned bridges in Engineering District 4-0 (Lackawanna and Wayne Counties). Bridge Scope & Frequency Classifications: Covers both NBIS-length bridges (greater than or equal to 20 feet) and non-NBIS structures (8 to 20 feet). Inventory: The inspection roster includes bridges on the attached list, plus any new structures built during the contract term. Schedule: The selected firm will be required to inspect some or all of the state-owned bridges in District 4-0 (Lackawanna and Wayne Counties) shown in the attachment, depending on the District's needs. Firms must execute inspections at the appropriate regulatory frequency for each structure type and condition. Inspection Report Deliverables Reports must follow Publication 238 procedures (unless amended by the District) and include: Title page with critical information and a location map. Inspection summary and field notes. Updated form data (condition, appraisal, element, load rating, and maintenance coding). Applicable sketches (waterways, under-clearances, etc.) and structure-specific forms (e.g., truss, culvert, rock bearing, or stone masonry arches). Staff Qualifications & Duties Firms must provide certified staff and team leaders proficient in: Current inspection methodologies, State/Federal coding, and BMS3 Bridge Management System.
