Site work for a mixed-use development in Ridgecrest, California. Completed plans call for site work for a playground / park / athletic field; and playground / park / athletic field.
The work involves the installation of shade structures and construction of concrete walking paths at the existing northwest softball fields and skate park. The site of the work is located within the Leroy Jackson Park limits. All work must be completed within thirty (30) working days after the commencement date stated in the Notice to Proceed. Liquidated damages of one thousand five hundred dollars ($1,500.00) per working day will be assessed for each working day in excess of the time limit that the project is not complete. Bids will only be accepted from contractors holding a General Engineering Class A license. Each bid must be accompanied by a certified or cashier's check or bid bond in the amount of ten percent (10%) of the total bid price payable to the City of Ridgecrest as a guarantee that the bidder, if its bid is accepted, will promptly execute the contract. The bidder shall guarantee the total bid price for a period of sixty (60) calendar days from the date of bid opening. The envelope enclosing the bid must be sealed and addressed to the City Clerk, City of Ridgecrest, delivered or mailed to Ridgecrest City Hall. The envelope must state the bidder's name and address and bear the words 'BID FOR LEROY JACKSON PARK INSTALLATION OF SHADE STRUCTURES AT SOFTBALL FIELD AND SKATE PARK,' as well as the bid opening date and time. The certified or cashier's check, money order, or bidder's bond must be enclosed in the same envelope with the bid. The project is subject to federal prevailing wage requirements, specifically the Davis-Bacon Act, the Copeland "Anti-Kick Back" Act, Equal Employment Opportunity Requirements, and the Contract Works Hours and Safety Standards Act. The contractor shall not pay less than the prevailing rate of wages as determined by the Director of California Department of Industrial Relations. The project will also require compliance with the Small Business Action Plan and Section 3 requirements of the Housing and Urban Development Act of 1968.
