Professional engineering services are required on a continuing basis for public improvements in the Sand & Silica Community Development District. The selected engineering firm will act as the District Engineer and provide services as needed. Applicants must hold applicable federal, state, and local licenses, be authorized to do business in Florida, and submit a qualification statement using U.S. General Service Administration’s Standard Form No. 330, along with supporting data on their ability, professional personnel, minority business enterprise certification (if applicable), willingness to meet time and budget requirements, past experience (including as a District Engineer for any community development districts and with Polk County), geographic location of offices, current and projected workloads, and volume of past work awarded by the District. Applicants must also identify the specific individual who would handle District meetings, construction services, and other engineering tasks. The District will evaluate and rank applicants in accordance with the Consultant’s Competitive Negotiations Act and the criteria set forth with the District Manager. The highest ranked applicant will enter contract negotiations. The District reserves the right to reject any and all qualification statements. Applicants are not entitled to reimbursement for expenses related to the preparation and submission of qualification statements. Any protest regarding the terms or evaluation criteria must be filed in writing within seventy-two hours after publication of the notice, with a formal written protest filed within seven calendar days thereafter, accompanied by a $10,000 protest bond.
