The project involves replacing two existing 13' metal arch culverts carrying an Unnamed Tributary to Willow Creek under Cornerstone Drive with a 20'-7" Contech Aluminum Arch Culvert and wingwalls. The work also includes removing a gravel bar from the stream, restoring downstream embankments, relocating a waterline, installing a concrete utility duct bank across the stream, reprofiling the roadway to accommodate the new culvert, installing new stormwater inlets, and constructing a swale along Cornerstone Drive. Bid submission requires attendance at a pre-bid meeting. Proposals must be accompanied by a Bid Bond for 10% of the proposal amount, effective for 90 days from opening. The successful low bidder must provide a Performance Bond and Labor and Material Payment Bond each for 100% of the contract, a worker's compensation affidavit, and a certificate of insurance naming required parties as additional insureds, all within 10 days of award. A Maintenance Bond for 15% of the contract price for 18 months after substantial completion is also required. Bids must be submitted on township-provided forms. Proposals must include a completed Public Works Employment Verification Form. The project must be substantially complete by the specified date, with liquidated damages of $500.00 per calendar day. No work within the stream is permitted from October 1 through December 31, and all stream channel work must be completed before October 1. The project is subject to the Pennsylvania Prevailing Wage Act.
