The District desires to utilize recent Michigan Design-Build legislation to reimagine school construction delivery and is seeking a qualified Design-Build partner to support this innovative turnkey approach from concept through completion. Hemlock Public School District (the "District" or "Owner") is soliciting proposals from firms to provide comprehensive Design-Build services for the expansion and potential renovation of Hemlock Elementary School/Early Childhood Center. This work will be completed utilizing approximately $1M in United States Department of Agriculture (USDA) funding. Services will include complete design and construction, from conceptual design through close-out. It is anticipated that as much of the $1M grant will be allocated to the cost of work, with soft costs coming out of a separate funding source. In addition, the District will be pursuing a non-qualified bond in November 2026 for approximately $14M. Upon voter approval, between $2M and $3M in additional funding will be put towards extended work scope at Hemlock Elementary School. Upon successful passage of the bond, it is the District's intent to continue with the chosen Design-Build team for the full implementation of the bond program, from pre-design through construction, Owner move-in and close-out. The District reserves the right to request additional information from any or all proposers, including an oral interview to discuss, clarify, and answer any questions regarding the proposal.
