The City of Carrabelle, Florida is requesting proposals from individuals or firms for program administration services related to a Community Development Block Grant Disaster Recovery (CDBG-DR) grant. Additional services may be requested on an ongoing basis to research, make applications for funding, and manage awarded projects from other public grant or loan sources at the discretion of the City Commission. Grant Administration Services include, but are not limited to: reviewing existing policies to ensure grant compliance, developing new policies required for grant contracting, preparing environmental reviews, coordinating with funding agencies, managing the drawdown and tracking of program funds, providing required reports and technical assistance, coordinating and attending DEO monitoring visits, preparing desktop monitoring and grant closeout packages, ensuring federal and state record-keeping requirements are met, reviewing change orders and pay requests for compliance, attending pre-bid and pre-construction conferences, and providing developmental support to the project engineer, including a current list of state-approved WBE/MBE firms and wage decisions prior to bidding. Procurement and contracting must conform to CDBG guidelines and all applicable state and federal regulations. Proposals will be evaluated on: years of staff experience with relevant CDBG grant types, management group experience, the firm's approach and task outline, number and quality of client reference letters from other communities, and the proposed fee basis. The City reserves the right to request clarification, reject any or all proposals, and waive any informalities or irregularities.
