The service provider shall furnish all labor, materials, equipment, tools, PPE, supervision, disposal, and all incidentals required to replace the heating and cooling unit serving the DNA Laboratory spaces located in Building 2 of the West Haven VA Medical Center. Work includes furnishing and installing new HVAC equipment, specifically a Mitsubishi City Multi Variable Refrigerant Flow two-pipe system or equivalent, with specified minimum capacities and components, removal and disposal of existing HVAC unit and associated line sets (approximately 275 linear feet), and coordination with VA Facilities Management Service for electrical disconnection and reconnection. The provider will also facilitate crane operations for equipment removal and installation outside of regular business hours and provide post-installation inspections, testing, certification, and a minimum of 2 hours of training to VA staff. All work must comply with local, state, and federal requirements, and all waste must be properly documented and disposed of. Bidders must have a field service representative within 200 miles of the West Haven Campus, be trained by the OEM, provide documentation of factory certified training upon request, and will be evaluated on past performance, technical and financial capability, and ability to expedite the project timeline. All service provider personnel must follow site access procedures and obtain necessary permits before commencing work.
